Do they simply not exist, or do they just not exist from the point of view of the other gears? If other gears stopped, would they then know of the first two that stopped, or are they gone from perception forever? What if they start moving again?

I say it depends on the question. Sometimes violent acts are the only way to make someone take notice, and people like that won't understand until you puncuate you opinion with pain.
