It isn't entirely civilian....they hit a major military target as well...this is terrorism...and they've already won, because the entire country just collectively puckered and closed everything that might be a target...

They haven't diverted all inbound flights to Canada, they are allowing landings only.

The few extremists that did this will cause a whole lot of people who have nothing to do with the attacks to suffer.
